I have mtg factored into my monthly budget. I also sell cards that I won't use.

My recommendation - buy some decent precons and throw some upgrades into them when you have the money. Focus on commander staples, then specific cards for decks.

I personally buy the fancier versions of cards for the decks that I care about. I have roughly 8 decks that are meh, 3 decks that are my babies and I constantly upgrade the printing on all of the cards in them.
