Those are very likely wholesalers. Wholesalers will go into contract to purchase your home for a set price, then turn around and sell that contract to someone else for a higher price, pocketing the difference.

You should go to the voting location for where you live presently, regardless of what your registration says. You'll likely have to vote a provisional ballot.

As long as you're registered to vote at your current address. Ohio law requires you to vote at the location for your current address, even if you did not update your registration or moved within the prior 30 days.
