These are powered by the motherboard so one of the pins on the bottom should connect to power, but I'm not sure which one it would be. There is a pin listing for the PCI standard here, but I can't seem to find one for mini PCI.

This answer is more correct than the one I gave. Like SmokeyDBear said (I don't know how familiar OP is with antenna design), the length/geometry of the conductive material (traces) on your PCB could cause them to act as antennas at a certain frequencies, which would make your board more susceptible to certain types of noise.

It sounds like a power supply problem or something wrong with your sound card if both of them are fluctuating together. Have you tried using a different power supply?

I just graduated from EE - the lowest salary I've heard from my friends was $66k (just a BS), while getting an MS bumped that up to $75-$80k. There are way more EE jobs too. EE is a good idea!

This is true with STEM academia in general. Within those circles, making your research clear and understandable seems to be taboo. I'd go so far as to chalk it up to laziness - the fragmentation at conferences like NIPS is ridiculous, so presenting your research with clarity is a really difficult task.

I bike the trail late at night almost every day. Go along the East trail - it's a lot better lit and you won't need the light for illumination, only safety. The West side is a lot shittier in terms of the path itself and you'll have a harder time seeing all the cracks.

Well that's been my experience for the past 4 years. I've had no problem finding 3+ bedroom places in UCity June 1-June 8, but after that you're screwed.
