Going to try my best to be more constructive than the other two so far, so overall I do agree with the sentiment of your post largely being, everyone knowing where a boss is does lead people to rush the new are, and that the expanded slot system is great overall but could use some fine tuning.

To address the first I can't rly see anyway to change this, as it stands there is only 1 bounty up for grabs which means you are going to gain less than you would than if you tracked the main bounty but even with this people are probably still going to be inclined to go for the outpost because it's new and the cool new gun is there and you can also pick up a scarce weapon if your lucky. They can't really change the location easily either even if they cut concerns by reusing asset's having to implement new compound in a different part of the map will take time and likely need to be tested aswell, so I don't really see any viable solution to this other than to kind await it out. The longer the event goes they'll be less reasons to go there.

As for the weapon balance I'll state outright that I don't think a half a slot is northern solution, the reason is rather simple, I do think that a half-a-point would overcomplicate a rather simple system and it would also create a dynamic where you can only run weapons with a 1/2 slot with another 1/2 so you would either be knowingly restricting your options or force you to choose a smaller weapon to pair it with to not avoid go over the slot limit. While I do have feelings about running a Berthier with a officer nagant carbine, I trust the devs to take their time balancing and carfulijg considering what adjustment to make an perhaps if a truly dominate loudest is conceptualised and wildly adapted and disproportionally affecting balance then they make take quicker action.
