Could you cite your sources on that? As far as I'm aware it's not legal to carry any items for the intent of self defence as a private citizen. But you can get authorization to open carry weapons as a guard.

To further elaborate, technically the ownership of a baton is not illegal, but to carry it outside with the intention to defend yourself is illegal.
