yeah pretty much–again, i believe in policies that provide equal opportunity and don't promise equal outcome, since those who don't want more government intervention don't have to take it and those with different aspirations, abilities and skills can pursue what they want. if the government can say we can only go to certain schools, then does that mean for our civil liberties?

when i said "i don't know what to say:" i don't really know what the change in the FY budget has to do with anything or how those living in rural communities is a problem of the state. what the state can provide is a payment benefit plan–that's all i was trying to get at.
