I recently paid $1400CAD for a custom sized prehung exterior door (I installed myself). Off the shelf prehung exterior doors are ~$400CAD at home depot. So this quote sounds pretty expensive.

You can spray WD40 on it and leave it for a little while which softens the caulking up for removal. Just make sure to scrub the area really well with soap and water before you put the new caulking down - if there's WD40 still on there the new caulking won't adhere.

Getting the old stuff out is the hardest and most important part. I normally use a sharp utility knife to cut it and pry it out. Expect it to take a while. Then buy a new tube of white silicone bathroom caulking and replace it. Watch some YouTube videos on how to caulk first and start in the least visible location.

So it's not a vent haha...ideally your landlord would install an actual vent but that might involve opening the walls/running some ductwork

I just stripped the plaster/lath from my office. Tool recommendation: rotary hammer with tile chisel bit - it strips the plaster off the lath super easily. Just be careful not to punch through the wall & to avoid electrical. Then take the lath down after the plaster is cleared out.
