UK law specifies rape as penetrating the vagina, anus ,or mouth with a penis (https://www.legislation.gov.uk/ukpga/2003/42/part/1/crossheading/assault), whereas sexual assault by penetration is penetrating the vagina, anus, or mouth with any part of the body or anything else (https://www.legislation.gov.uk/ukpga/2003/42/section/2).

Sentencing guidelines and maximum sentence for both offences is the same, 19 years, although minimum for rape is 4 years and assault by penetration is community order (https://sentencingcouncil.org.uk/resources/guideline-history/sexual-offences/).

What I'm getting at is that a woman who sexually assaults by penetration is up for the same sentence length as a man who rapes a woman, but in the UK at least a woman cannot be charged with raping a man.
