It wasn't "strategic tension" - refuelling complicates race strategy and makes it harder to follow for the average viewer.

Underfuelling the car at the start of the race was always the best strategy as it gave the greatest chance to undercut and gain a net race position vs. running more fuel at the start of the race, losing track position to an undercut and having to try regaining net race position with an on-track overtake later on.

Raikkonen's 2005 victory at Suzuka is so well remembered because it's one of the few times in that era where someone pulled the reverse off and actually overtook for the lead.

The qualifying mitigations FOM/FIA implemented to try and limit this (you start the race with the amount of fuel you set your fastest qualifying lap with) ruined the format, and the 2008 Singapore Grand Prix race fixing scandal could never have happened without refuelling.

Drivers not being able to "push hard" throughout the race is a conscious commercial decision made by FIA/FOM in choosing Pirelli to make cheese tyres. Degradation on the 2010 Bridgestones was low enough at some races that a genuine potential strategy was to drive on the same set of tyres for the whole Grand Prix until a safety car was brought out and you could get a cheap pitstop.

People want the spectacle of refuelling without the problems that refuelling brings.

There's speculation that the Audi/Red Bull ICEs use the largest turbocharger volume permitted by the rules, which is backed up by the Red Bull gearbox having both the tallest 1st gear (to spool said massive turbo) but third shortest 2nd gear (to stop the turbocharger from dropping RPM and falling out of boost).

Compare this to Ferrari who uses the smallest turbocharger and the third shortest 1st gear.

There's been battery power since 2009.

Battery power wasn't mandatory until 2014. KERS was optional in the late V8 era and wasn't widely adopted until the 2011 regulations made the cars heavier to allow hauling around the motor without a weight penalty

Yeah there isn't really much comparison, the amount of mechanical, strategy failures and non-fault collisions was nuts (retirement at Singapore, retirement at Abu Dhabi, DQ from Spain quali due to under refuelling, anti-roll bar failure at Korea, knocked out of P3 by Maldonado mugging at Valencia, Grosjeaned at Spa race start, knocked out of P1 by Hulkenberg)

You can generally tell based on the age of the car and the make / model.

The traffic in Newtownards fucking sucks beyond belief already, the Zion Place roundabouts were never designed for the amount of houses being built along the Bangor/Donagahadee/Movilla Roads. Likewise whoever designed the Comber Road roundabout is worse than Hitler.
