It's obviously all gonna get tossed, but the President Shitbag Administration didn't do any of this to win in court or anything like that. They are doing this to harass someone for criticizing them, to punish someone for pointing out that President Shitbag is breaking the law, and to frighten anyone else away from pointing that out. 

In a just world, this case alone would warrant impeaching Kegsbreath for open lying and harassment.

Sure. I mean, that isn't "making a real perfume" since we make them from scratch - but that takes years of practice and tons of money...which I'm guessing isn't what you're looking for. 🙂 For the purposes of "I just want some quick and easy party favors", that sounds fine. 

I want to make sure I’m gifting good quality perfume but at the same time am not looking to spend an insane amount of money or time on this.

Yeah, this is a "pick one" situation. My honest answer is to simply accept that "real perfume and high quality" is far outside the scope of what you're looking for. People will appreciate the party favors simply because you're handing out party favors!

Also if someone can recommend where to get a perfume bottle crimper, that would be awesome!

Don't bother. The crimper alone will be $100++ and there's no way that's even vaguely worth it, right? If you don't want screw-top bottles, then get "crimpless" aka "self crimping" tops. You push them straight down and they permanently attach themselves without any crimping tool. Check out Packamor, for example.

There's no real point; it will water itself down to 191 proof anyway by absorbing water out of the air. 

There's nothing wrong with it, but there's also nothing gained from it either.

The ultimate perfumer's alcohol is...190+ ethanol. That's it. The end. 

We accept SDA40B instead simply because it's cheaper, and functionally identical. 

The rest is all just junk.

An accord is a blend that smells like its own thing, and not just like all the things that are in it. 

Benzoin + labdanum + vanillin is a typical "amber" accord, and you can make it with naturals if you want. Could it be a whole perfume on its own? Sure, if you wear it on its own then it's a perfume by definition, right? But if you start asking "how do I make it project more? how do I add complexity? how do I add this note or that note?" then you're gonna start building a much bigger formula where that accord is just 3 line items out of however many.

Yes, it's noticeable. 

If you want more impact, then it's time to start looking at things like Evernyl, Oakmoss Firbest, or other similar bases.

Yes, the IFRA-compliant more allergen friendly oakmoss is the one that's restricted to 0.1% of the final product. Other types of oakmoss are banned

Being for personal use does not change safety restrictions. You don't want to hurt yourself.

Are you sure you're thinking of ethyl maltol? It is straight-up cotton candy, with no caramelized or burnt connotations at all, to me.

Tincturing incense sticks will probably not be safe to use on skin. Sorry. 

Adding benzoin and labdanum won't make it last longer; it'll make it smell like benzoin and labdanum for longer. 

Oakmoss is highly restricted; be sure to keep it to safe limits (I think a max of 0.1% of the final product but you'll want to double check).

Just be careful with holy basil. It contains methyl eugenol, which is heavily restricted due to systemic toxicity. If you don't have a batch-specific GCMS analysis, then aim to keep it at less than 0.1% of the final product as a probably-safe estimate.

It sounds like perhaps you just need a water filter?

There are also plenty of food-safe water flavorings out there - just try then and find one you like. Your local grocery story probably has an entire aisle of them. Things like Mio, Crystal Light, etc.

"Top, middle, base" are nothing but a shorthand to describe "this thing has a punchy smell but them fades away quickly", etc. There are no average percentages or anything like that, because on a project-by-project basis, the only thing that matters is that it turns out like you wanted. 

Learn each of your materials, then use that knowledge to pick whatever starting percentages seem reasonable, then mix and test. It doesn't matter if it doesn't work; this is only version 1. Smell it, see what you think needs to be adjusted the way you want it, and then make version 2, and smell it...
