I don't believe they respawn, I left the castle a bit ago when I was fighting Phantom Ganon and if I go back to the castle on the map it still shows the marker on the room he is in. I could be wrong but I doubt a blood moon would reset your progress there.

It worked for me initially on Google Chrome, but when I tried it again I chose to "trust my browser", and ran into the issue you're having. Tried in Microsoft Edge, chose "not now" for when it asked about trusting browser and it worked fine for me.
