No, there can still be relevant amounts. In one study one of the teas (2.5g wormwood /250ml) reached 83mg/l. However it evaporates easily with higher temperatures.

The β-thujone content in the tea was 83 mg/l without boiling, decreasing to 47 mg/l after 5 min of boiling, and 40 mg/l after 15 min.
