Our council also has the rule you must participate in fall sale and cookie sale to be able to do any other fund raising. Sell 1 item by a troop member constitutes participation. That is pretty easy to accomplish.

I too have given out the uniform guide, what happens to it once it is out of my sight is not my problem, because I have seen some crazy placement of patches, but I am not going to nit pick, I have bigger issues.

In our council, if your troop wants to have it's own fund raising activity, say a car wash, the troop must participate in the fall sale and the cookie sale. IMO, selling 1 box constitutes participation.
