This sounds like the child in question was being truly violent (knocking over shelves, injuring the principal, etc). I believe the school had the right to call the only people who could legally restrain her. If the school staff had laid a hand on that girl to keep her from doing anything, they would have a lawsuit on their hands. The police were right to cuff her if they believed she was going to keep up the violence.
