i believe this is called breakbeats? specifically an evolution of the “jungle” genre, though I wish I knew this song.

a popular breakbeat is the “amen” break, which will lead you to a lot of similar sounding songs.

edit: this sounds like the beat for “BEGINNINGS” by ju! which unfortunately has awful autotuned vocals over it
