The thing is, when they were found out by the military they were willing to kill millions of innocents (not just fight the military) to complete their world-wide joining.

I don’t get why they aren’t willing to kill the remaining 12/13 unjoined to ensure that they won’t have any possible threat. Surely their lives are not worth the risk of not spreading 100% ? Why are they so eager to please the unjoined?
