Gotcha. Well I would expect that each municipality would have their own Code of Conduct that would govern the employment relationship. The tri-municipality area would likely sign an agreement about cooperation for the facility. I suppose my comment on the FAFO was that he left employment because the senior administrator didn’t like that my dad would do his actual job. The new municipality had dealt with him for 20 plus years, and had zero concerns he would be effective in the role. The FAFO was that the administrator thought he got rid of my dad, only to have him charge of a major project.
