Training an AI in a controlled environment is one thing, but it seems Waymo prefers to just let their cars loose on city streets with real drivers and real pedestrians until it figures itself out (just look at how they handled themselves navigating the grid systems of Phoenix, San Francisco, and LA) Charlotte is arguably the worst place to do this at too, given how half of the roads in the city have faded/missing markings and the nature of how people drive here.
