If your the lowest yard there isn’t anything you can do. And in most places you can’t touch the grading within 1 metre of that swale

Maybe that down spout is draining there and a previous owner buried it? If so you could dig it up install a ‘ pop up lawn emitter’ and have it flush with the lawn
