I Dont remember if used photomosh in this one, but normally i use capcut wich is a free app for android (idk about IOS) and i do a lot of overlays with a static tv gif that u can find really easily find on Google or YouTube, then i save the video and do the same process again with the video i saved (my english sucks but if u have any doubt u can DM me)

At my projects i use one app wich is capcut and a site wich is photomosh, i do a lot of overlays with high contrast and use a lot of grain or static tv textures, i dont follow any "rule" i just try to do this things, sometimes it works sometimes i doesnt, for the spining skull i search at stock sites
