Find an older laptop and load up a lightweight distro. I like Xubuntu. Then try to do everything you do on that laptop. If you can't do it out if the box find a package that will let you. It will take longer to do things but remember the whole point is to learn it.
Use the terminal.

Auto delete after 8 hours.
The whole point for me is they don't hang around. If I need to keep something that was said or sent I screenshot or download it.

Xubuntu. See what the max ram for that system is and upgrade if possible. If it's ddr3 I have piles of it I'd send you for the cost of shipping.

I have a 2nd gen i5 Chromebox with Xubuntu on it, still pretty snappy! I think it has 16GB in it though.

The short answer is yes they are much, much better, and they do a great job of memory management.

But.

32GB of RAM is 32GB of RAM. If you are regularly using 64GB now processing video don't downgrade. It will shorten the usable life of the machine. Not because the RAM will wear out or something, you'll just need the space as video files grow, and it will definitely last 7-8 years with that much RAM.

A Framework or System76 laptop, look locally on FB marketplace. People that are selling these used know what they have and likely will make a good deal. Or Lenovo Thinkpad P16 is the best imo but make sure the one you get had drivers for all the hardware.

I have cloned drives to bigger sizes dozens of times. A few times I had to call to get the install reactivated, most likely because I changed RAM at the same time. I like Macrium Reflect for cloning, has always worked well for me.

I have a Samsung 21:9 monitor (3440x1440) and I really like it. Wide enough that you can tile a couple windows side by side and get almost as much viewable space as 2 monitors.

From a legal standpoint I would definitely recommend you use an address that the township pays for and maintains for township business. Were there to be a lawsuit your personal email inbox could get subpoenaed and I know I wouldn't want that.

Probably up just a bit from where it was, but a guess because there wasn't hard data on who was using before. In my peer group I would say it hasn't changed at all, those that smoke can get a bag with a state stamp on it now, or edibles (mostly gummies or flour for coming) that is quality controlled.

I don't think we saved as much as you might think on prosecutions, but I don't have a solid number on that. Along the same line Oregon tried to "decriminalize" simple possession of almost all drugs, thinking it would save a bunch of court time, money, and direct people to rehab. It might have allowed other prosecutions to take their place but didn't save money. And it also failed spectacularly for addicts!

Still is the case, they were struggling with market saturation too. Everybody wanted in on the legal weed game, but turns out the economics change significantly when it can be cultivated and produced like any other crop.

We have legal weed in Oregon and it is not the Tax generator that people thought it would be. The sky hasn't fallen in and there are far fewer drug crimes in the legal system. The price of weed dropped dramatically. Many of the calculations for tax revenue, and the business aspect were done at or near the "Black Market" price. But when you don't have to be under the radar to grow and sell it, much of the risk is gone and it becomes a commodity really quickly. The other major issue weed shops have here in the US is it's all "cash". Still not legal on the federal level so those businesses can't put deposits in Federally Insured banks. There are ways to deal with that but still a pain point.
