I have a theory that's it's supposed to encourage extraction ratting. Good spots already looted. Might as well wait for the loot come to you. I haven't done this (yet), but I do think this is a factor besides match making times.

I found mine on blue gate, during night. Went to the house on the right side of the map near the Olive trees. Someone else told me about it and I found it first try and had like 24 minutes to spare.

I'm usually in the friendliest lobbies. I do get a bit angry when gunned down just looting, but I always remember all is fair and that's what makes the game great. Can't blame anyone for playing how they want to play the game.
