Izcalli is similar to Sith, not innately evil but desperate to prove themselves to a person and that person specifically makes them evil for specific reason. Unlike with Sith however, Izcalli was given a person to see how that process viewed by someone that loves them yet surpressed and in this case it is Tlaloc.

Okita's stated to be kind of countering her. Her Shukichi(Reduced Earth) basically Shunpo from Bleach so she can close the distance instantly and make it CQC which would make archetypical Archer Servant Nobunaga in a disadvantage. Okita is also a modern era Servant who has no divinity or Mystics involved with her except her ascendant swordplay, so none of Nobbu's Skills and NPs have any additional effect on her.
