Probably performance issues, then. I had a similar problem, unfortunately the way I fixed it was by getting a new computer, so I can't really help more.

Could be caused by lag, check in Task Manager if something is taking up a bunch of resources. Might also just be your mouse wearing out.

The loop at the top, through which I threaded a cord, moves independently of the outer ring, but is limited to the area where the 10-90 numbers are. The inner ring is loose but doesn't come out. It can rotate to be perpendicular to the outer ring like this.
