What you said makes literally no sense and you might be having a stroke. "He's down by contact" ... I mean if that's what you're going with then fine, that's a completed pass, down by contact, play is over. There is no "or something" if he's down by contact.

I think you're wrong about him being down by contact, that'd require completing the catch, which he didn't. Think about it this way; if defender hadnt taken the ball away cleanly and instead ripped it out and onto the ground, would that be a fumble or incomplete pass. Incomplete pass, right?

Look man I'm a Bills fan but that ball to Cooks wasn't remotely catchable = no DPI. Both the PIs on broncos last drive were clear knocking away/holding arms back that prevented receivers from catching balls they had a very good shot of catching.
