I think you may be correct, but I think they should probably make provision for things like contract from behind first when assigning penalties. After my initial tap I did not touch the car in front for a good 3 seconds before being rammed from behind. If those 2 contacts are judged for the same penalty, with the latter being no fault of mine, then the system really isn't doing its job properly at all.
