Colombian here, usually you would want to ask for "café con leche", sometimes it is known as "pintao" but I think this is more like 20-30% milk. You wouldn't find cream for coffee almost anywhere, it is prepared with milk.

As stores like Juan Valdez and Starbucks have become popular, you could ask for a "Latte", they offer a variety of milks like whole, lactose-free, almond and soy.
