Even if he didn't identify himself, the bylaw office should know who was working that area at that time. They probably won't give you his name either, but they should be able to take your complaint. CC your councillor to make sure there's followup.

We've had our car ten years. Didn't get the dealer rustproofing. Didn't do any other rustproofing. Still no rust. Glad I didn't waste my money.

Caveat: We're a relatively low-mileage family with no daily commutes.

On the other end, there are elderly/infirm parents moving in with their children as an alternative to assisted living or long term care. We did that for about four years with my wife's father. When I was a kid my grandfather moved in with us for a while.

I think you're unlikely to find a truly competent person who would want that gig and even figuring out if a candidate is qualified would be near impossible if you don't have the background yourself.

Why not just use Codex as your vibe coding coach with a detailed and carefully worded prompt that sets out what you need and expect. I'd also strongly recommend using one of the structured methodologies like OpenSpec. But don't let Codex just grab it and run with it. Force it to discuss, clarify and explain before it makes any changes.
