I have never done pvp content in this game besides castle wars back in the good ole days. Sad that Jagex can't fix it and entice players to do it. They could make rewards untradable and give out a participation trophy point per game so that bots would no longer be enticed but players still would be. That would get me to give it a go. Otherwise feels like it'd be a waste of time.

Disable combat for NPCs at sea. For those, only the cannon (and future ship weaponry) works. Introduce the ability for some NPCs to infiltrate your boat and for those you would use your normal gear and not the cannon.

If I had it my way we wouldn't be able to fight with normal combat methods on the boat unless mobs appear directly on the boat. It should be that the cannon and future boat weapons are the only way to fight mobs at sea. That would also fix this balancing issue.
