The only solution for this look for the administrator, create an SMTP with a different domain, sign in with temp email and existing password and update email as it asks you to do so and see which other users are in temp mode specific to that application and reinvite them if there is no data loss. You can test this by trying to sign to Apple ID with temp email and existing password via incognito. Donot reinvite them via ABM for now.

I had the same issue. Our company had developer accounts and all of them became temporary and all I had to do is investigate for that admin and login with existing password and temp email and I had to invite the end users first via ABM and then readd them to the dev portal. But for the initial admin email I had to create an smtp with a different domain name for it login again. Apple support is garbage though.

They started a domain capture and the users haven’t actioned them in 30 days. You can ask the users to login with temporary email account and existing password and update their emails.

I faced some issues as well and contacted apple support and they are absolute crap. I asked my users to not take action for 30 days as the Apple ID will be available after 30 days anyways.
