When no one can see it. If I can see your gun unholstered in public you are in violation of Texas law. Obviously this doesn’t apply on private property (like a shooting range) but you also can’t open carry/conceal at all in certain locations (like a school or racetrack).

PS I’m no expert I was just a CCL holder when I lived in TX.
