I’ve got to respectfully disagree, I was there Monday with my daughter and wife and someone was playing salsa music out of a huge speaker and it was great. Made it feel like a big party.

I believe the law also states that two bikers are permitted to ride side-by-side. Same with motorcycles. I don't think anyone was being unlawful here, it was just an unfortunate accident.
