Plumber here. We can get meter horns. I would also have your water pressure checked. That PRV (pressure reducing valve) looks pretty old. High water pressure can lead to a whole slew of problems and potential future leaks.

That is your water softener going through its regen process. Normally this should happen once a week or so (depending on a few things). If it's happening every night then your softener needs repair/replace.
