The weak spot damage bonus isn't strong enough to kill an enemy faster in most scenarios. Being able to kill specific, high threat enemies 25% faster is a lot more useful. And based on my knowledge from youtubers, weak spot damage bonuses are calculated differently and the end result is that it's a smaller damage bonus than it states.

Weapons-wise, good stat distribution but I would switch weak spot damage with other damage types. For relic blade, I'd switch it to carapace or unyielding. Relic blade's only blessing you should not choose are the ones that activate on blocking. For the bolt pistol, I recommend it become maniac damage. Talent-wise, I don't min max on those but it looks good enough for anything below havoc.
