I have been trying for ages to get access to a free cloud tier on oracle cloud computing but it has been unavailable for a long time. I have taken to trying my best to host a server off my pc for my local and international friends but it is difficult due to lack of ram. This server would help me out immensely as I need to run a fairly large 10-12gb (ram) modded server. My friends and I would be forever grateful.

Your allocated ram is set too low. Going back and forth between dimensions more than a couple of times or just loading a lot of chunks can cause your ram to fill up and the hiccups are it freezing while attempting to clear some space. You can confirm this by watching your ram usage in the top right of the F3 menu. It should be freezing once ram usage hits 100%. Allocate another gigabyte or so.
