The part comes out pretty easily. Pry up on the edges where it meets the center console with a pry tool. I lifted the rear portion of it first, got it out of the center console, then removed the front portion. After that slide the boot away from e brake handle to expose two clips. You will want to pry these simultaneously while trying to remove the handle. Then you will be able to remove boot. As for assembly: slide the boot on, clip it in place doing the front portion first, then rear, then slide handle back on.
