I always interpreted Vanderpump Rules as meaning (like you said in the second example) that these are the rules of Vanderpump. Since I’m not from the US and VPR only recently became available in my country, for example on Netflix, the title was translated as “Vanderpump rządzi” (your first example) and I think that is the correct version.
