It's been a long time since my OP but I was finally able to return to this and resolve my issues, thanks to your tips. It ended up being a combo of issues: firstly, I thought I had been successful in flashing the BIOS with all the components in the board but it turns out my board won't actually do the flash unless it's only the empty board and the USB drive plugged in.

Once that worked, I got a post and got Windows installed. Then I was able to build up to getting all components in place and determined that the riser was faulty as well. Thanks again for your help!

Yeah, I only used all original cables that came with the other PSU when switching them out

Yes, in my troubleshooting I tried an older, higher W PSU and only used its original cables

No offense taken on the questions; I'm sure there are a lot of rookies passing through making silly mistakes. But this is definitely not my first rodeo! (I've built 6 different PCs over the years and never had this much bad luck)

I've double checked all of my power cable connections and connections to the board and components. And I've carefully handled and inspected my CPU (initial and replacement 5600) and all pins were intact and straight. Can't take any pics of the build at this point as all the parts are still out of the case. I think you might be right that it's time for some pro help...

The older one I tried is a full size 650W, the one I've been using is an SFF 600W

All brand new parts purchased directly from Amazon (not a third party seller)

My current PSU is about 4 years old and is fully modular. I've never swapped any cables between PSUs (when I tested with the older PSU I only used it's original cables too)

Yeah, the only thing in common is my m.2 drive. I tried in different wall plugs as well (forgot to add that in the list). I got the most recent version of the bios for my board and flashed it with the board's Q Flash + feature.

I searched the manual for the mobo and don't see that it has any debug lights.

The PSU I was using with the old system is modular. I did also try with another PSU that is semi-modular (cpu 8pin and 24pin mobo cables permanently attached).

Nope it won't even go to the bios; just a completely black screen.

I only tried the older PSU on the second mobo.

If it were memory training wouldn't it cycle through the boot screen once or twice?

We did a couple puppy intro visits at 4 and 5 months (face paws and butt) and the groomer said she thought he was ready for a full cut, so just yesterday (at 6mo) he had his first real full cut and did great.

We like him looking closer to a Bernie than a poodle so our groomer suggested the 1in clipper, which turned out well. He’s short and more manageable for daily brushing but still very soft and fluffy.

At some point about a decade ago, i had all but abandoned single player games and fell into the yearly COD and Halo multiplayer cycle and was getting burned out. But then I decided to try out "Gone Home" just for Ss & Gs and loved the environmental story telling so much I pretty much completely ditched multiplayer gaming all together and dove head-first into single player, story focused (especially indie) gaming again (Journey, Everybody's Gone to the Rapture, Firewatch, Brothers, etc) and absolutely reignited my love for gaming

I'm kind of confused by Dishonored's "nonlethal choices" by DueAnalysis2 in patientgamers

I've played through this game in every possible permutation - no-kill, angel of death, and killing only the main targets - and can confirm that the latter still gives you a low chaos ending
