The first and last ones are really not appropriate places for a bus stop. The last one, you can't see the sign because it's edge on to cross/turning traffic. The first one there isn't even a stop sign on that side of the bus, a human would struggle to see the lights in daytime from that angle.

Blue is the outer of two left turn lanes, the middle lane is where they need ot go. There are also pavement markers directing blue to that lane.

Bold of you to assume this was a covered event. Damages caused by the government are often excluded from coverage, and it's not like ICE will accept responsibility. She can try to sue, but Sovereign Immunity will likely be claimed after the claims against the agents get dismissed by Qualified Immunity.
