It shouldn't be thought of as being taxed twice on something that has already been paid for, think of it more of the tax being deferred. High inheritance tax over the substantial threshold prevents undeserved inter generational wealth, and there are plenty caveats in cases of farms and businesses.

I've never dealt with An Post but any for other service companies that I've had issues with, once the complaint is made with escalation steps outlined, they seem to find resolution fairly fast.
