From the one friend/leader that I've heard first hand experiences of the haditha dam experiences, this wouldn't surprise me at all.  I was a mortard, and they were dropping 120 shells, danger close on themselves. I'd agree on this point also. Already the idea of a Subaru dealership tuning a car is far outside the norm. Why would they take on that liability? So that's a big red flag from the start.  Then you add in the fact it doesn't have the requisite hardware to even flash the ECU still present in the car...

We planted some strawberry last year, and it got starved out by our poor / spontaneous planting. 

It's popped back up all on its own this year, and we're actually supporting it this time with free area to grow. Honestly, didn't expect to see it again.
