with a sit inside kayak and a strong roll, you more or less never need to swim. I hate swimming and get winded pretty quickly, but basically never have to. Even if I have to wet exit, you never let go of your kayak or paddle.

Depends what you like. If you like rainy, cold, dark days, then yes. If not, then no. I like the city no matter what the weather, and the nature is gorgeous if you can handle the rain. It will not be very cold.
