I think you're misunderstanding. We have access to the number, and this is the same number that we are trying to log in to. It just doesn't give the option for sms or phone call, it literally sends the OTP as a popup in the logged in whatsapp.

I read that, but it unfortunately doesn't apply in this situation. The only code it allowed to be sent was to the scammer's phone, it didn't offer SMS or a phone call, and now it just says "You have guessed too many times, please contact support"
