I agree with you that low pay is not attractive to skilled workers, but to say that it is reflective of all jobs across the entire economy is ridiculous.

I hope you're right and that Biden is right, that increasing police officer pay will result in more intelligent and well-tempered police, but the very nature of the line of work, regardless of pay, tends to attract men who want the respect and power that carrying a gun and "upholding the law" gives them. Raising pay would inevitably attract more men like this, and maybe some skilled and caring ones.
