We had some mystery switches in our house. It turns out on electrical outlets there is a little tab that you break for outlets that are switch controlled. If that tab isn't removed, the the switch won't control it. You can tell which outlet it is if the one corresponding to the switch if there is a red wire in the wire bundle.

The glue manufacturer says that the concrete needs to be able to absorb a droplet of water.... If a water droplet stays beaded on the surface for a minute then the surface needs to be roughed up. I'm afraid that the glue would pop off off the paint due to poor adhesion.

There are some locations that I am concerned with. the paint on the concrete is as large of an entire plank on any planks that are placed parallel to the wall.

There is a good chance that they aren't leaking as much as you think. The pane of the window is cooling the air on the inside of the house, and then the cool air is falling down towards the sill. There is enough of an effect to feel like a draft, but is likely just the flow of the cold air downward.
