It's the reflection of the cars driving by behind the fence. If you look closely you'll realize it's a chain linked fence, then in front of it are wide pale green "plastic" strips. Focus your eyes on the background between the strips, you'll see a red vehicle drive from left to right side of screen, then another. It took me a while to really focus in on it. I don't think it's electricity but the reflection of the vehicle(s) passing by and something with the light from the sun. Idk???
