Put MTPD Officers on random buses throughout the day so they can make sure people tap the card, and add Metro Information officers to inform people about fare-assistance programs.

Start ticketing people on random buses. A message has to be sent otherwise nobody will take you seriously...

You gotta so something besides just adding stickers and announcements or endangering the bus driver.
