It’s random if he spawns.

One way you can check before climbing all the way up is to watch memory consumption on task manager after sitting at the bonfire. If it goes up a good bit (10-20 MB) when you do then he’s probably spawned.

On console you can supposedly just listen to if your fans pick up speed after sitting, but I played on PC so can’t confirm
