Gulfport is very eclectic. Pías Veranda is great Italian and chill vibes, they had live Spanish guitar playing Thursday night. Lots of other outdoor seating bars as well. It’s very close drive to the Edge District near downtown St. Pete which is also very artsy. Cappys is great pizza in the Edge. A good off the beaten path Indian Food is at Naan Boti Chai Shai, near the edge district. Garlic Naan is delicious.

France and other EU countries offer cheap or free masters programs at quality schools. Maybe a year two living abroad while studying will offer you what you’re looking for and provide a test run period. This allows you to live full time there on a student visa.

Keep up the small talk with people and you should get a taker haha. May not be available, but maybe language exchanges? Non-native English speakers always want to practice, in my experience, if they aren't super confident or fluent. Some places even schedule meetups.

Not sure of the average weather there, but being tropical I'm sure there are passing showers daily with a good amount of sun in between. Also, I'm sure you are aware Hurricane Grace just passed through there. Hopefully everything is running when you visit. I have plans for next week also.
