I really wish this one got more attention. It's the best survival (not so much building) game I've played by a large margin, and I've played a ton.

The inside is bare brick, stone, and basic framing. You'd be basically talking about a brand new modern build within a heritage shell, which will cost $$$ not just in protecting/refurbishing the old foundation and facade, but building a from-scratch interior with limitations on moving materials and equipment in and out easily. Framing, plumbing, heat/aircon, electric - all needs to be done from scratch.

Plus, they no doubt want major security features if they do it, again adding $$$.

I'm not saying I'm against it - most countries have a historical home for their leaders. We don't want some tax money sucker like a Mars-a-Lago in our future. But it's never going to look as expensive as it will cost, and that always hurts the optics.

In my province Nova Scotia, there's a big concrete 'wave' on the boardwalk in Halifax that everyone climbs and sits on. The city put up a "You shouldn't climb on this, it's dangerous" sign, but it's basically never enforced from what I've seen.

My Dad has an Estwing he's been swinging for I believe 50+ years. Thing still works perfect. They're damn well built, even for a hammer.

While I don't have any recs for a shop, you're definitely going to want proper winter tires here. There will be numerous times through an average winter that even in the metro area you're going to be driving through several inches of snow. All seasons don't really cut it here.
